Is Rotterdam windier than other Dutch cities?
Yes, noticeably. Rotterdam sits right at the North Sea end of the Maas river, and wind funnels up the open water and between the high-rise buildings (the city has the Netherlands' tallest skyline). A windproof jacket is more useful than an umbrella, which won't survive.

The Depot Boijmans Van Beuningen (the world's first public art-storage building) and the Maritime Museum are superb indoor days. The Cube Houses, the covered shopping, and the design-focused cafés of Witte de Withstraat all keep a wet day going. The water taxi is fun even in drizzle.
